Bentley Allan
Co-Director
Dr. Bentley Allan has extensive experience working with government, industry, and experts of all kinds to advance solutions for a net-zero world. Dr. Allan has led strategic roadmapping exercises with multiple industry associations and governments, and has projects on steel, sustainable aviation fuel, battery metals, wind, and solar supply chains. He has also conducted detailed analyses of hydrogen, carbon capture, heat pumps, and mass timber and their role in the net-zero economy. His research brings together geopolitics, supply chain analysis, and policy development.
Tim Sahay
Co-Director
Tim Sahay is a climate policy expert with an energetic social movement-informed approach to government relations. Tim has worked over the past decade across physics, cleantech, and consulting. As the Blue-Green Cities fellow at the Charles River Watershed Association, he organized housing advocates to lobby for climate resiliency in Boston and downscaled global climate models. His industrial experience includes consulting on projects ranging from pollution in India, direct air capture in Utah, to energy transition in China.
At Green New Deal Network 2020-3, his policy and legislative team became the base of a federal advocacy campaign to win the largest climate bills in US history and rule-making by the executive branch. He has worn many hats: strategic planner, researcher, lobbyist, coalition builder, and trainer. He has advised Congressional offices designing investment, trade, procurement, and industrial policies that simultaneously create good jobs, address climate change, and curb racial and economic inequity. At the Network, he worked with labor unions, community organizations, and industrial firms across 24 states in the US to create a broad political coalition.
Tim is the co-editor of The Polycrisis, a publication at Phenomenal World that focuses on the political economy of Climate with an emphasis on the global south and geopolitics. His popular writings have appeared in the New York Times, Financial Times, Jacobin, Le Grande Continent, and elsewhere. Tim received a PhD in Physics at the Massachusetts Institute of Technology and a BS from University of Chicago. He hails from Mumbai and lives in New York City. He is currently Assistant Research Scientist at the Net Zero Industrial Policy Lab at Johns Hopkins.
Jonas Goldman
Senior Research Associate
Jonas Goldman is a Senior Research Associate at the Net Zero Industrial Policy Lab. He holds a Master’s in Environmental Science and Policy from Columbia University. He has served in technical and policy roles in both government and civil society. His past roles have included managing the cap and trade program of the province of Nova Scotia and serving as an industrial policy researcher for the Smart Prosperity Institute. Jonas is also an inaugural fellow with the Climate Security Association of Canada, and a research consultant for the Sustainability, Climate and Geopolitics Program of the Carnegie Endowment for International Peace.
Maximiliano Vejares
Senior Research Associate
Maximiliano is a postdoctoral researcher at the Tecnológico de Monterrey in Mexico and a nonresident fellow at American University in Washington, DC. His research interests encompass the environmental origins of political and economic development, the energy transition, and the incorporation of illicit economies into global supply chains. Beyond academia, Maximiliano has professional experience in Chile's Ministry of Foreign Affairs, the UNDP, and the Development Bank of Latin America and the Caribbean (CAF).
Hannah Jeong
Senior Research Associate
Hannah Jeong is a Research Associate in the Net Zero Industrial Policy Lab. She is pursuing a Master’s in Policy at the Johns Hopkins University School for Advanced International Studies in DC. She holds a BA in economics from Johns Hopkins University. She joined the Lab in February 2023.
Shreyas Shende
Senior Research Associate
Shreyas Shende is a Senior Research Associate at the Net Zero Industrial Policy Lab. His research focuses on industrial policy, South Asian security, and India's energy and public policy landscape. He worked with the US-India team at the Centre for Strategic & International Studies in Washington DC, United States, and with the Carnegie Endowment for International Peace India in New Delhi, India. In previous roles, he authored policy documents, organized Track 1.5 dialogues, and helped expand Carnegie’s presence in India working closely with the senior leadership. He has written on South Asian security for Lawfare, The Diplomat, The Print, The Wire, and more. He has co-authored a working paper on India-Afghanistan ties for Carnegie India, and a book chapter on the Research & Analysis Wing (R&AW, India’s external intelligence agency) in an Oxford University Press edited volume on India's security institutions. He writes Indialog, a regular India-focused newsletter on security and policy issues. He holds a Master’s in International Relations from the University of Chicago and a Diploma and Bachelor’s in Political Science and International Relations from Ashoka University.
Cathy Wang
Research Associate
Cathy Wang is a Research Associate in the Net Zero Industrial Policy Lab and is pursuing an undergraduate degree in International Studies and Applied Math at Johns Hopkins University.
David Storm
Research Associate
David Storm is a Research Associate at the Net Zero Industrial Policy Lab pursuing a bachelor's in Chemical and Bio-molecular engineering at Johns Hopkins University. He has experience in research on solid-state NMC batteries, with a focus on the mechanochemical limitations of battery performance.
